| 25 | 25 | That section 14-296aa of the general statutes be amended to provide that the second offense of illegal use of a hand-held mobile electronic device by a person who is operating a motor vehicle shall be a misdemeanor and the police shall be authorized to take possession of such person's operator's license for a period of twenty-four hours. | |
