AN ACT CONCERNING A SINGLE POINT OF ENTRY FOR BUSINESSES AT THE OFFICE OF THE SECRETARY OF THE STATE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) On or before October 1, 2011, the Secretary of the State, in consultation with the Labor Commissioner and the Commissioners of Revenue Services, Administrative Services, Consumer Protection, Public Works and Transportation, or their designees, shall, within existing budgetary resources, develop a plan to create and implement a unified state identification number that shall be assigned by the Commercial Recording Division of the office of the Secretary of the State at the time a business entity files its certificate of incorporation, certificate of limited partnership, articles of association or articles of organization, as the case may be. Such unified state identification number shall take the place of the taxpayer identification number and employer identification number, and shall be used for all transactions with the state, including, but not limited to, taxation, fee payment, licensure, registration and bidding for state contracts. 

(b) On or before January 1, 2012, the Secretary of the State shall report to the joint standing committee of the General Assembly having cognizance of matters relating to commerce on the plan developed pursuant to subsection (a) of this section. Such report shall include the projected cost of replacing taxpayer and employer identification numbers with a unified state identification number, projected costs associated with developing a web site utilizing the unified state identification number for inter-agency data sharing and recommendations for administrative or legislative action needed to implement the plan.

Sec. 2. (NEW) (Effective January 1, 2012) The Commercial Recording Division of the office of the Secretary of the State shall establish an electronic business portal to serve as a single point of entry for business entities registering in the state. Such portal shall be used to assist such business entities in registering, determining permitting and licensure requirements and finding available state financial incentives and programs related to such entities' businesses. The information contained in the portal about such business entities may be made available to state agencies and quasi-public agencies for economic development and statistical purposes.

Statement of Purpose: 

To require the Secretary of the State, Labor Commissioner, and Commissioners of Revenue Services, Administrative Services, Consumer Protection, Public Works and Transportation, or their designees, to develop a unified state identification number to be used for all transactions with the state, ease electronic filing by business entities in the state, ease information sharing between state agencies and create an electronic business portal to facilitate new businesses in the state.
