714 Be it enacted by the Senate and House of Representatives in General Assembly convened:

9-Section 1. Section 53a-130 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2011):
16+Section 1. (NEW) (Effective October 1, 2011) (a) As used in this section, "telephone" means any device used by a person for voice communications in connection with the services of a telephone company, whether such voice communications are transmitted in analog, data or any other form, and "telephone company" means any company that provides commercial telephone services, irrespective of the communications technology used to provide such service, including, but not limited to, traditional wireline or cable telephone service, cellular, broadband PCS or other wireless telephone service, microwave, satellite or other terrestrial telephone service and voice over Internet telephone service.

11-(a) A person is guilty of criminal impersonation when such person: (1) Impersonates another and does an act in such assumed character with intent to obtain a benefit or to injure or defraud another; or (2) pretends to be a representative of some person or organization and does an act in such pretended capacity with intent to obtain a benefit or to injure or defraud another; or (3) pretends to be a public servant other than a sworn member of an organized local police department or the Division of State Police within the Department of Public Safety, or wears or displays without authority any uniform, badge or shield by which such public servant is lawfully distinguished, with intent to induce another to submit to such pretended official authority or otherwise to act in reliance upon that pretense; or (4) with intent to defraud, deceive or injure another, uses an electronic device to impersonate another and such act results in personal injury or financial loss to another or the initiation of judicial proceedings against another.
18+(b) No person shall use any device to change the name or telephone number on a caller identification display on the telephone that such person is calling with the intent to defraud or cause harm to another. This subsection shall not prohibit (1) any shelter facility for victims of domestic violence from using such a device, or (2) any person from using a call blocking service provided by such person's telephone company.

13-(b) The provisions of subdivision (4) of subsection (a) of this section shall not apply to a law enforcement officer acting in the performance of his or her official duties.
20+(c) A violation of the provisions of this section shall be deemed an unfair or deceptive trade practice under subsection (a) of section 42-110b of the general statutes.

15-[(b)] (c) Criminal impersonation is a class A misdemeanor.
22+Sec. 2. (NEW) (Effective October 1, 2011) (a) No telecommunications company, as defined in section 16-1 of the general statutes, shall charge a customer for any telecommunications service without the authorization of the customer to receive and be charged for such service.

24+(b) A violation of the provisions of this section shall be deemed an unfair or deceptive trade practice under subsection (a) of section 42-110b of the general statutes.
