AN ACT REQUIRING THE DISPLAY OF "WELCOME HOME" MESSAGES FOR RETURNING CONNECTICUT MILITARY UNITS ON OVERHEAD HIGHWAY SIGN BOARDS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2011) The Department of Transportation shall use overhead electronic sign boards located on interstate highways to display, in a manner to be determined by said department, "Welcome Home" messages for Connecticut military units returning from service abroad.
This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:
To welcome home Connecticut military units.
