Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 19a-6i of the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage): (a) There is established a school-based health center advisory committee for the purpose of assisting the Commissioner of Public Health in developing recommendations for statutory and regulatory changes to improve health care through access to school-based health centers. (b) The committee shall be composed of the following members: (1) The Commissioner of Public Health, or the commissioner's designee; (2) The Commissioner of Social Services, or the commissioner's designee; (3) The Commissioner of Mental Health and Addiction Services, or the commissioner's designee; (4) The Commissioner of Education, or the commissioner's designee; and (5) Three school-based health center providers who shall be appointed by the board of directors of the Connecticut Association of School-Based Health Centers. (c) The committee shall meet not less than quarterly. On or before January 1, 2012, and annually thereafter, the committee shall report, in accordance with the provisions of section 11-4a, on its activities to the joint standing committees of the General Assembly having cognizance of matters relating to public health and education. (d) On or before January 1, 2014, the committee shall submit a report, in accordance with the provisions of section 11-4a, to the joint standing committees of the General Assembly having cognizance of matters relating to public health and education concerning the establishment of a pilot program for school-based health centers. Such report shall include, but need not be limited to, recommendations concerning: (1) The areas or regions to be included in the pilot program; (2) the hours of operation for each school-based health center included in the pilot program; (3) the number and responsibilities of staff persons in such school-based health centers; (4) the number of students and the geographic area to be served by each such school-based health center; (5) the services to be provided by such school-based health centers; (6) community outreach activities relating to such school-based health centers; and (7) payment and reimbursement methods for services provided by such school-based health centers. [(d)] (e) Administrative support for the activities of the committee may be provided by the Connecticut Association of School-Based Health Centers.
