AN ACT ELIMINATING LONGEVITY PAYMENTS FOR ALL STATE EMPLOYEES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2013) (a) There is established a State Employee Longevity Payment Task Force. The task force shall study: (1) The cumulative cost of providing longevity payments to certain state employees; (2) the effects of longevity payments on the state economy; and (3) whether legislation prohibiting future collective bargaining agreements from including longevity payments would be constitutional.

(b) The task force shall consist of the following members: (1) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees; (2) the Labor Commissioner, or said commissioner's designee; (3) one member of the General Assembly appointed by the president pro tempore of the Senate; (4) one member of the General Assembly appointed by the speaker of the House of Representatives; (5) one member of the General Assembly appointed by the majority leader of the Senate; (6) one member of the General Assembly appointed by the majority leader of the House of Representatives; (7) one member of the General Assembly appointed by the minority leader of the Senate; and (8) one member of the General Assembly appointed by the minority leader of the House of Representatives.

(c) All appointments to the task force shall be made not later than July 31, 2013. Any vacancy shall be filled by the appointing authority.

(d) Not later than October 1, 2014, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees, in accordance with the provisions of section 11-4a of the general statutes. 

(e) The task force shall terminate on October 1, 2014.
