AN ACT CONCERNING THE USE OF PATIENT HEALTH CARE INFORMATION IN THE ALL-PAYER CLAIMS DATABASE PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 19a of the general statutes be amended to require health care providers to notify patients at the time they receive services that their health care information may be included in information reported to the all-payer claims database, as described in section 19a-724 of the general statutes, and allow patients an opportunity to refuse the use of their information for that purpose. 

Statement of Purpose: 

To protect patient privacy by allowing patients to refuse the use of their health care information as part of the all-payer claims database program.
