2421 AN ACT ESTABLISHING A YOUTH GUIDANCE PILOT PROGRAM.

2623 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (Effective July 1, 2013) (a) On or before October 1, 2013, the Commissioner of Social Services and the Commissioner of Children and Families shall, within available appropriations, establish and operate a state-funded youth guidance pilot program. The program shall: (1) Educate at-risk youths on the dangers of violence and gang activity; (2) provide such youths with coping mechanisms for the emotional consequences of such violence and gang activity; and (3) establish a community outreach initiative to enable educators, civic leaders and law enforcement officers living in high crime areas to coordinate a response to violence in the community.

30-(b) Not later than July 1, 2014, the commissioners shall report, in accordance with section 11-4a, of the general statutes to the joint standing committee of the General Assembly having cognizance of matters relating to children, with respect to the status and effectiveness of the pilot program established pursuant to subsection (a) of this section.
