AN ACT CONCERNING NATURAL GAS EXPANSION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) require gas companies to jointly file a plan to expand natural gas conversion to potential on and off-main customers over the next seven years, (2) increase the payback period of the hurdle rate calculation to twenty-five years, and (3) allow new natural gas customers to pay the contribution in aid of construction charge over multiple years, rather than upfront. Statement of Purpose: To enact certain recommendations of the Department of Energy and Environmental Protection's proposed Comprehensive Energy Strategy that would expand the current use of natural gas in the state.
