AN ACT CONCERNING A BARBERSHOP APPRENTICESHIP PROGRAM. 

Be it enacted by the Senate and House of Representatives in General Assembly convened: 

Section 1. (Effective from passage) The Connecticut State Apprenticeship Council, established pursuant to section 31-22n of the general statutes, shall, in consultation with the Commissioner of Public Health, study the feasibility of establishing a barbershop apprenticeship program within the Labor Department. Not later than January 1, 2014, the council shall, in consultation with the Commissioner of Public Health, report to the joint standing committees of the General Assembly having cognizance of matters relating to public health and labor in accordance with the provisions of section 11-4a of the general statutes. Such report shall include, but not be limited to, recommendations for (1) establishing a barbershop apprenticeship program, (2) the time period needed to establish such program, and (3) educational and professional experience requirements for apprentices participating in the program.
