512 AN ACT ESTABLISHING A TASK FORCE TO CONSIDER IMPEDIMENTS TO FAIR HOUSING CHOICE.

714 Be it enacted by the Senate and House of Representatives in General Assembly convened:

916 Section 1. (Effective from passage) (a) There is established a task force to consider legislative solutions to address impediments to fair housing choice.

1118 (b) The task force shall consist of the following members:

1320 (1) The chairpersons and ranking members of the joint standing committees of the General Assembly having cognizance of matters relating to planning and development and housing, or their designees, who may be members of the General Assembly;

1522 (2) Two appointed by the speaker of the House of Representatives, one of whom shall have expertise in fair housing initiatives and one of whom shall have expertise in affordable housing development and subsidized housing programs;

1724 (3) Two appointed by the president pro tempore of the Senate, one of whom shall be a demographer with an expertise in analysis of impediments to fair housing and one of whom shall have expertise in Connecticut zoning law;

1926 (4) Two appointed by the majority leader of the House of Representatives, one of whom shall have expertise in health equity and one of whom shall have expertise in programs that create affordable housing;

2128 (5) Two appointed by the majority leader of the Senate, one of whom shall have expertise in educational equity issues and one of whom shall have expertise in strategies for expanding the availability of affordable and mixed income housing;

2330 (6) One appointed by the minority leader of the House of Representatives who shall have expertise in regional planning;

25-(7) One appointed by the minority leader of the Senate who shall represent housing developers; and

27-(8) The Commissioner of Housing, or the commissioner's designee.

2938 (c) Any member of the task force appointed under subdivision (2), (3), (4), (5), (6) or (7) of subsection (b) of this section may be a member of the General Assembly.

3140 (d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

3342 (e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

3544 (f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to planning and development shall serve as administrative staff of the task force.

3746 (g) Not later than February 5, 2014, the task force shall submit a report on its findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to planning and development and housing, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or February 5, 2014, whichever is later.
