(Effective from passage) (a) The Commission on the Standardization of the Collection of Evidence in Sexual Assault Investigations created pursuant to section 19a-112a of the general statutes shall consider whether the provisions of said section should be amended to permit the timely collection of sexual assault evidence from an apparent victim of a sexual assault who is unable to provide the consent required by said section because such victim is intoxicated or otherwise incapacitated. | |

| 30 | 30 | (b) Not later than February 1, 2014, the commission shall submit a report on its recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to the judiciary in accordance with section 11-4a of the general statutes. If the commission recommends that amendments to said section be enacted to permit such collection of sexual assault evidence from an apparent victim of a sexual assault who is unable to provide such consent, the commission shall recommend such other amendments to the general statutes that the commission deems necessary to permit such collection. | |
