| 25 | 25 | That chapter 900 of the general statutes be amended to require that all medical malpractice claims be submitted to arbitration panels consisting of a judge, doctor and an attorney with a medical background and that the submission of such claims to arbitration shall be in lieu of the mandatory mediation prescribed in section 52-190c of the general statutes. | |
