General Assembly Substitute Bill No. 595 January Session, 2013 *_____SB00595HS_APP032113____* General Assembly Substitute Bill No. 595 January Session, 2013 *_____SB00595HS_APP032113____* AN ACT EQUALIZING SUPPORT FOR CHILDREN WHO AGE OUT OF SERVICES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2013) (a) The Department of Social Services shall administer an assistance program for children who attain eighteen years of age while in the custody of a nonparent relative who is a legal guardian. The assistance program shall provide the same benefits as those received by children who attain eighteen years of age while in the care and custody of the Department of Children and Families. (b) Such assistance shall be provided until the recipient attains at least twenty-one years of age and shall include, but not be limited to, (1) educational and vocational training and tuition support for those in full-time attendance in a secondary school, a technical school, a college or a state-accredited job training program, (2) medical assistance for those who meet eligibility guidelines under state and federal law, (3) housing subsidies for those enrolled in an educational or job training program as described in subdivision (1) of this subsection, and (4) social, emotional and behavioral health support. (c) Not later than October 1, 2013, the Commissioner of Social Services, in consultation with the Commissioner of Children and Families, shall develop an application process for the assistance program for children who have attained eighteen years of age but not twenty-one years of age.
