(NEW) (Effective from passage) Not later than January 1, 2015, the Commissioner of Energy and Environmental Protection shall adopt regulations, in accordance with chapter 54 of the general statutes, to establish a program for conducting annual random drawings for the award of a lifetime hunting and a lifetime freshwater fishing license, respectively, to residents of this state. Such program shall include, but need not be limited to: (1) A random drawing that is held once per year to award a lifetime hunting license to a resident of this state, (2) a random drawing that is held once per year to award a lifetime freshwater fishing license to a resident of this state, (3) procedures for conducting such annual drawings, (4) efforts to publicize such drawings, and (5) measures to assure the integrity of such drawings. | |
