2424 AN ACT CONCERNING A RANDOM DRAWING FOR A LIFETIME HUNTING OR FRESHWATER FISHING LICENSE.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (NEW) (Effective from passage) Not later than January 1, 2015, the Commissioner of Energy and Environmental Protection shall adopt regulations, in accordance with chapter 54 of the general statutes, to establish a program for conducting annual random drawings for the award of a lifetime hunting and a lifetime freshwater fishing license, respectively, to residents of this state. Such program shall include, but need not be limited to: (1) A random drawing that is held once per year to award a lifetime hunting license to a resident of this state, (2) a random drawing that is held once per year to award a lifetime freshwater fishing license to a resident of this state, (3) procedures for conducting such annual drawings, (4) efforts to publicize such drawings, and (5) measures to assure the integrity of such drawings.
