2424 AN ACT CONCERNING A DEMONSTRATION PROJECT FOR THE USE OF ELECTRONIC EQUIPMENT FOR CONDUCTING AUDITS.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective from passage) (a) Notwithstanding any provision of title 9 of the general statutes, the Secretary of the State, in consultation and coordination with The University of Connecticut, may authorize, as a demonstration project, the use of electronic equipment for the purpose of conducting any audit required pursuant to section 9-320f of the general statutes for any primary and general election held in 2014 in at least three towns, provided (1) (A) the legislative body of any such town or, in the case of a town in which the legislative body is a town meeting, the board of selectmen, and (B) the registrars of voters for the town approve the use of such equipment, and (2) the Secretary prescribes specifications for the (A) testing, set-up and operation of the equipment, and (B) training of election officials in the use of the equipment.

3030 (b) Not later than February 1, 2015, the Secretary shall submit, in accordance with the provisions of section 11-4a of the general statutes, a report and recommendations for implementation, if any, of audit procedures demonstrated through the project pursuant to subsection (a) of this section, to the joint standing committee of the General Assembly having cognizance of matters relating to elections.

3232 (c) Nothing in this section shall be construed as precluding any candidate or elector from seeking additional remedies pursuant to chapter 149 of the general statutes as a result of any information obtained pursuant to an audit required and held pursuant to this section and section 9-320f of the general statutes.
