AN ACT PROHIBITING FELONS FROM MANAGING STATE ASSISTANCE FUNDS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17b of the general statutes be amended to (1) require criminal background checks prior to employment offers for persons seeking any state position involving administering, managing or providing state assistance benefits, and (2) prohibit the hiring of any person for such position who has been convicted of a felony within five years of his or her job application.

Statement of Purpose: 

To prevent the hiring of recently convicted felons for state jobs involving public assistance oversight and to require criminal background checks for all persons applying for such jobs.
