AN ACT PENALIZING CERTAIN CONTRIBUTIONS OR EXPENDITURES FROM STATE PARTY FEDERAL ACCOUNTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 155 of the general statutes be amended to (1) prohibit any treasurer of a federal account, as defined in section 9-601 of the general statutes, of a state party, from making a contribution or expenditure to, or for the benefit of, the candidate committee of a candidate seeking a state public office, and (2) impose a civil penalty not exceeding three times the amount of any contribution or expenditure made in violation of this prohibition.

Statement of Purpose: 

To ensure that state central committees keep state funds and federal funds segregated, and to prohibit and penalize any contributions or expenditures made by state central committees with federal funds for the benefit of state candidates.
