2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 That the general statutes be amended to provide that a person is guilty of manslaughter in the second degree with a motor vehicle when, while operating a motor vehicle and using a hand-held mobile telephone to engage in a call or a mobile electronic device, such person causes the death of another person as a consequence of the use of such mobile telephone or mobile electronic device.
