AN ACT CONCERNING DRIVING FATALITIES CAUSED WHILE USING A HAND-HELD TELEPHONE OR A MOBILE ELECTRONIC DEVICE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to provide that a person is guilty of manslaughter in the second degree with a motor vehicle when, while operating a motor vehicle and using a hand-held mobile telephone to engage in a call or a mobile electronic device, such person causes the death of another person as a consequence of the use of such mobile telephone or mobile electronic device. Statement of Purpose: To make driving fatalities caused while texting or using a hand-held mobile phone punishable in the same way as driving fatalities caused while driving under the influence of liquor or drugs.
