1212 AN ACT CONCERNING FOOD-BORNE DISEASE OUTBREAKS.

1414 Be it enacted by the Senate and House of Representatives in General Assembly convened:

1616 Section 1. (Effective from passage) (a) There is established a task force to study cases of food-borne disease outbreak originating from a public eating place, as defined in section 22-127 of the general statutes. The task force shall consider the type of information that is communicated to members of the public after a case of such food-borne disease outbreak is confirmed and the manner of such communication. For purposes of this section, "food-borne disease outbreak" means an incident in which two or more persons experience a similar illness resulting from the ingestion of a food or beverage that originated from a common source and is contaminated with chemicals or infectious agents.

1818 (b) The task force shall consist of the following members:

2020 (1) One appointed by the speaker of the House of Representatives, who shall be a representative of the Connecticut Restaurant Association;

2222 (2) One appointed by the president pro tempore of the Senate, who shall be a local director of health;

2424 (3) One appointed by the majority leader of the House of Representatives, who shall be a person who experienced an illness directly linked to a food-borne disease outbreak originating from a public eating place;

2626 (4) One appointed by the majority leader of the Senate, who shall be a qualified food operator;

2828 (5) Two appointed by the minority leader of the House of Representatives, one of whom shall be a wholesale food supplier;

3030 (6) Two appointed by the minority leader of the Senate, one of whom shall be a representative of the Connecticut Food Association;

3232 (7) The Commissioner of Public Health, or the commissioner's designee; and

3434 (8) The Commissioner of Consumer Protection, or the commissioner's designee.

3636 (c) Any member of the task force appointed under subdivision (1), (2), (3) or (4) of subsection (b) of this section may be a member of the General Assembly.

3838 (d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

4040 (e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select two chairpersons of the task force from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

4242 (f) Not later than January 1, 2016, the task force shall submit a report on its findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to public health and general law, in accordance with the provisions of section 11-4a of the general statutes. Such report shall include, but need not be limited to, recommendations on apprising members of the public after a case of food-borne disease outbreak at a public eating place has been confirmed. The task force shall terminate on the date that it submits such report or January 1, 2016, whichever is later.
