2424 AN ACT ESTABLISHING A WORKING GROUP TO DISCUSS STATE BUDGET PROJECTIONS, TRENDS, AREAS OF GROWTH AND OPPORTUNITIES FOR EFFICIENCY, FEDERAL BUDGET ACTIVITY AND SPENDING CONTROL OPTIONS AND DEVELOP RECOMMENDATIONS RELATED THERETO.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective from passage) (a) There shall be established a working group to discuss state budget projections, trends, areas of growth and opportunities for efficiency, federal budget activity and spending control options. The working group shall develop recommendations in each of said areas for consideration in the preparation of the state budget and state budgetary policy.

3030 (b) The working group shall consist of the following members:

3232 (1) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies, or the chairpersons' or ranking members' designees;

3434 (2) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding, or the chairpersons' or ranking members' designees;

3636 (3) One person appointed by the speaker of the House of Representatives;

3838 (4) One person appointed by the president pro tempore of the Senate;

4040 (5) One person appointed by the minority leader of the House of Representatives; and

4242 (6) One person appointed by the minority leader of the Senate.

4444 (c) Each member of the working group appointed under subdivision (3), (4), (5) or (6) of subsection (b) of this section shall be a member of the private sector with specialized knowledge in budgeting.

4646 (d) All appointments to the working group shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

4848 (e) The chairpersons of the working group shall be selected by the chairpersons and ranking members of the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and finance, revenue and bonding. Such chairpersons of the working group shall schedule the first meeting of the working group, which shall be held not later than sixty days after the effective date of this section.

5050 (f) On or before November 1, 2016, the working group shall submit its recommendations, in accordance with the provisions of section 11-4a of the general statutes, concerning the matters specified in subsection (a) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and finance, revenue and bonding. The working group shall terminate on the date that it submits such recommendations or November 1, 2016, whichever is later.
