2424 AN ACT REQUIRING THE DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION TO STUDY BOTTLE BILL BEVERAGE CONTAINER REFUND VALUES AND REDEMPTION FEES.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective from passage) The Commissioner of Energy and Environmental Protection, in consultation with the Commissioner of Revenue Services, shall conduct a study on the possible elimination of the beverage container refund value specified in section 22a-244 of the general statutes and the substitution of such refund value with a nonrefundable four-cent recycling fee, to be used to promote recycling and anti-littering programs in the state. Not later than December 31, 2016, the Commissioner of Energy and Environmental Protection shall submit a report, in accordance with section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to the environment and finance and revenue. Such report shall include, but need not be limited to, any recommended legislation to facilitate the implementation of the recommendations developed pursuant to such study.
