AN ACT REQUIRING A STUDY OF HEALTH CARRIERS' USE OF CLINICAL PATHWAYS. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Insurance Commissioner shall study health carriers' use of clinical pathways. Such study shall include, but not be limited to, the types of clinical pathways adopted by health carriers and the incentives offered by such health carriers for health care providers to use or not use a clinical pathway. Not later than January 1, 2017, the commissioner shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to insurance, summarizing the findings of such study. 

(b) As used in this section, "clinical pathway" means a structured plan of care for a defined group of patients with a particular disease or condition or who are undergoing a particular medical procedure or service, that is used by a health carrier to manage quality of care, standardize care processes or reduce or contain health care costs and "health carrier" has the same meaning as provided in section 38a-591a of the general statutes.
