Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 2-35a of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016): The joint standing committee of the General Assembly having cognizance of matters relating to government administration [, organization and reorganization] shall be charged with the duty and responsibility of overseeing all government organization and reorganization and in particular any transfer, allocation or consolidation of any state department or agency. The committee shall have responsibility for continuing review of the organization and reorganization of state departments and agencies and may from time to time make recommendations to the General Assembly with regard to government organization and reorganization. Sec. 2. Section 4-38j of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016): The Secretary of the Office of Policy and Management and each department head, as defined by section 4-5, shall submit to the joint standing committee of the General Assembly having cognizance of matters relating to government administration [, organization and reorganization] a report upon request, on the progress and implementation of reorganization and upon request shall also furnish to the committee any information concerning reorganization or appear before the committee to provide such information as may be determined by the chairpersons of said committee. Sec. 3. Subsection (h) of section 4b-91 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016): (h) Any agency that seeks to have a project awarded without being subject to competitive bidding procedures shall certify to the joint committee of the General Assembly having cognizance of matters relating to government administration [and elections] that the project is of such an emergency nature that an exception to the competitive bidding procedures of this section is required. Such certification shall include input from all affected agencies, detail the need for the exception and include any relevant documentation. Sec. 4. Section 19a-16 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016): In order to provide a systematic and uniform legislative review process to limit the proliferation of additional regulatory entities and programs, requests for regulation of emerging occupations or professions as defined by section 19a-13, shall be received first by the joint standing committee of the General Assembly having cognizance of matters relating to public health and then referred to the joint standing committee of the General Assembly having cognizance of matters relating to government administration.
