26 | 26 | Be it enacted by the Senate and House of Representatives in General Assembly convened: | |

28 | 28 | That section 10-16b of the general statutes be amended to permit local and regional boards of education to offer foreign language instruction to students enrolled in preschool, kindergarten and elementary school; and further that, notwithstanding the provisions of chapter 166 of the general statutes, such foreign language instruction may be provided by instructors who are proficient in a foreign language but do not hold professional certification. | |
