AN ACT CONCERNING THE PROVISION OF FOREIGN LANGUAGES INSTRUCTION TO YOUNG STUDENTS BY CERTAIN INSTRUCTORS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 10-16b of the general statutes be amended to permit local and regional boards of education to offer foreign language instruction to students enrolled in preschool, kindergarten and elementary school; and further that, notwithstanding the provisions of chapter 166 of the general statutes, such foreign language instruction may be provided by instructors who are proficient in a foreign language but do not hold professional certification.

Statement of Purpose: 

To expand the teaching of foreign languages in schools by permitting school districts to offer such courses in preschool, kindergarten and elementary school using individuals who are proficient in foreign languages but who are not certified teachers.
