2424 AN ACT CONCERNING THE FUTURE OF THE RETAIL SECTOR IN CONNECTICUT.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective from passage) The Commissioner of Economic and Community Development shall conduct a study of the retail sector in the state. Such study shall include, but not limited to: (1) An examination of the amount of property taxes retailers pay to municipalities across the state, the amount of energy costs paid by retailers and the effect of shipping costs on retailers, and (2) a strategic plan for the future of the retail sector in Connecticut, including recommendations for how to provide property tax relief and assistance with energy and shipping costs to retailers in the state. Not later than January 15, 2018, the commissioner shall submit the results of such study and any recommendations for legislation necessary to implement the strategic plan developed as part of such study to the joint standing committee of the General Assembly having cognizance of matters relating to commerce, in accordance with the provisions of section 11-4a of the general statutes.
