AN ACT PROHIBITING SOCIAL MEDIA SITES FROM ACCESSING A USER'S PERSONAL CONTACT LIST TO ENGAGE IN UNSOLICITED ADVERTISING.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 42-288a of the general statutes be amended to require that a social media site operating in this state offer an "opt-out" option for the site's user, such that the user may determine whether or not he or she consents to the social media site accessing the user's personal contact list for reasons of engaging in unsolicited marketing to the user's contacts, irrespective of whether the user is a subscriber or nonsubscriber of the social media site. 

Statement of Purpose: 

To protect a consumer from having his or her personal contacts accessed by a social media site in order to generate unsolicited marketing to the consumer's contacts.
