12	24		AN ACT CONCERNING A STUDY OF THE LEGISLATIVE BOND AUTHORIZATION PROCESS.

14	26		Be it enacted by the Senate and House of Representatives in General Assembly convened:

16		-	Section 1. (Effective from passage) (a) There is established a working group to study the bond authorization process and develop criteria for the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding to use to evaluate and prioritize future bond authorizations. The working group shall consist of the chairpersons, vice-chairpersons and ranking member of said committee. The working group may include or consult with any additional individuals ~~it deems~~ useful or necessary to accomplish its purposes.

18		-	(b) Such criteria shall include, but ~~need~~ not be limited to, (1) the use of competitive grant processes to prioritize projects, and (2) the inclusion of weighting factors in favor of projects in the areas of public safety, transportation, public health and technology and projects that will promote job growth and economic development.
