1224 AN ACT CONCERNING A STUDY OF THE LEGISLATIVE BOND AUTHORIZATION PROCESS.

1426 Be it enacted by the Senate and House of Representatives in General Assembly convened:

16-Section 1. (Effective from passage) (a) There is established a working group to study the bond authorization process and develop criteria for the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding to use to evaluate and prioritize future bond authorizations. The working group shall consist of the chairpersons, vice-chairpersons and ranking member of said committee. The working group may include or consult with any additional individuals it deems useful or necessary to accomplish its purposes.

18-(b) Such criteria shall include, but need not be limited to, (1) the use of competitive grant processes to prioritize projects, and (2) the inclusion of weighting factors in favor of projects in the areas of public safety, transportation, public health and technology and projects that will promote job growth and economic development.

20-(c) Not later than January 1, 2018, the working group shall present to the members of said committee (1) the working group's recommended criteria, (2) the working group's recommended changes, if any, to the general statutes or the joint rules of the Senate and the House of Representatives to effectuate such criteria, and (3) a proposed timeline for implementation of such criteria.
