AN ACT CONCERNING THE ESTABLISHMENT OF A SPECIAL REGIONAL SCHOOL DISTRICT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That, notwithstanding the provisions of section 10-240 of the general statutes, title 10 of the general statutes be amended to establish a special regional school district that shall (1) be governed by a special regional board of education, established and elected in accordance with the provisions of 10-46 of the general statutes, and (2) enter into cooperative arrangements with other school districts to fill any available seats in accordance with the Open Choice Program, pursuant to section 10-266aa of the general statutes. The special regional school district shall be established as the Special Regional School District of Windham, and shall include the towns of Windham, Chaplin, Columbia, Franklin, Lebanon, Mansfield, Sprague and Scotland, and replace any single-town school district situated in any of the towns.

Statement of Purpose: 

To continue to integrate public schools in the state to meet the goals of the 2008 and 2013 stipulations and orders, as extended, for Milo Sheff, et al. v. William A. O'Neill, et al., and to reduce costs by reducing the number of school districts in the state.
