1224 AN ACT CONCERNING CLINICAL PLACEMENTS FOR IN-STATE MEDICAL STUDENTS.

1426 Be it enacted by the Senate and House of Representatives in General Assembly convened:

16-Section 1. (NEW) (Effective July 1, 2017) Each hospital that provides clinical clerkship programs for medical students shall work in good faith with each school of medicine of an institution of higher education located in the state to provide such clinical clerkship programs to students enrolled in such schools. Not later than September 1, 2017, and annually thereafter, each hospital that in any academic year provides more than fifty per cent of its clinical clerkships to students enrolled in a school of medicine of an institution of higher education located outside the state shall report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to public health regarding (1) the number and nature of each clinical clerkship program at the hospital during the previous academic year, and (2) the name of each school of medicine of each student participating in each clinical clerkship program during such academic year.
28+Section 1. (Effective July 1, 2017) The Department of Public Health shall convene a working group consisting of representatives from said department, the Connecticut State Medical Society, the Connecticut Hospital Association, The University of Connecticut School of Medicine, Quinnipiac University School of Medicine and Yale University School of Medicine to develop criteria for the placement of medical students in a clinical clerkship program at hospitals in the state. Such criteria shall include, but not be limited to, (1) minimum academic credentials and quality standards for the placement of medical students in a clinical clerkship program at hospitals in the state, which credentials and standards are designed to protect public health and safety at such hospitals and ensure a high quality physician workforce in the state, and (2) other criteria designed to promote the state's legitimate interest in ensuring sufficient education and clinical placement opportunities for in-state medical students for the purposes of meeting the state's future health care workforce and public health needs. Not later than February 1, 2018, the working group shall report, in accordance with the provisions of section 11-4a of the general statutes, regarding such placement criteria to the joint standing committee of the General Assembly having cognizance of matters relating to public health.
