1628 Section 1. Section 52-557b of the general statutes is amended by adding subsection (i) as follows (Effective October 1, 2017):

18-(NEW) (i) A paid or volunteer firefighter or police officer or emergency medical service personnel who renders emergency assistance to any child or animal placed in a locked motor vehicle during a time when weather conditions reasonably may be expected to threaten the health or welfare of such child or animal shall not be liable to such child, the parent or guardian of such child or the owner of such animal for civil damages for any injuries to such child or animal, as applicable, or for any damages to such motor vehicle that result from acts or omissions by such person in rendering such emergency assistance that may constitute ordinary negligence. The immunity provided in this subsection does not apply to acts or omissions constituting gross, wilful or wanton negligence.

20-Sec. 2. (NEW) (Effective October 1, 2017) Any person who places a child or an animal, unattended, in a locked motor vehicle during a time when weather conditions reasonably may be expected to threaten the health or welfare of such child or animal shall be fined not less than two hundred fifty dollars and not more than five hundred dollars. For a second or any subsequent violation of the provisions of this section, such person shall be fined not less than five hundred dollars and not more than one thousand dollars.
