AN ACT CONCERNING REQUIREMENTS FOR THE ADOPTION OF NEW AGENCY REGULATIONS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 54 of the general statutes be amended to require all state agencies to (1) include a cost-benefit analysis and sunset provision for any new regulation adopted by an agency, and (2) repeal two existing regulations for every new regulation adopted by the agency. Statement of Purpose: To create a business-friendly environment by requiring new regulations to contain a cost-benefit analysis and sunset provision and the repeal of two existing regulations for every new regulation adopted.
