AN ACT REQUIRING BAC KGROUND CHECKS FOR P ROSPECTIVE 
YOUTH CAMP EMPLOYEES .  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) (a) As used in this section, 1 
"background check" means an investigation of a prospective employee 2 
that includes, but is not limited to, (1) verification of such prospective 3 
employee's Social Security number, and (2) a review of (A) the abuse 4 
and neglect registry maintained by the Commissioner of Children and 5 
Families pursuant to section 17a-101k of the general statutes, (B) state 6 
and national sexual offender registry databases, (C) criminal 7 
conviction information obtained through a search of current criminal 8 
matters of public record in this state based on the prospective 9 
employee's name and date of birth, and (D) any other information that 10 
is necessary in order to evaluate the suitability of the prospective 11 
employee.  12 
(b) Each person who conducts or maintains a youth camp, as 13 
defined in section 19a-420 of the general statutes, or such person's 14 
designee, shall require a prospective employee to submit to a 15 
background check prior to extending an offer of employment to such 16  Committee Bill No. 5165

prospective employee. 17 
(c) Each person who conducts or maintains a youth camp, as 18 
defined in section 19a-420 of the general statutes, or such person's 19 
designee, shall maintain a paper or electronic copy of any materials 20 
obtained during a background check and shall make such records 21 
available for inspection upon request of the Office of Early Childhood.  22 
This act shall take effect as follows and shall amend the following 
sections:
