| 20 | 20 | Be it enacted by the Senate and House of Representatives in General | |
| 21 | 21 | Assembly convened: | |

| 23 | 23 | That title 7 of the general statutes be amended to provide that (1) for 1 | |
| 24 | 24 | each meeting of any board, commission, legislative body, committee or 2 | |
| 25 | 25 | similar body of any political subdivision of the state, each member of 3 | |
| 26 | 26 | such body wishing to be heard on an item of business shall be 4 | |
| 27 | 27 | recognized and permitted to speak prior to action taken on such item, 5 | |
| 28 | 28 | and (2) for each public hearing of any such body, each member of the 6 | |
| 29 | 29 | public and each public official wishing to testify on an item being 7 | |
| 30 | 30 | heard shall be permitted to do so prior to the conclusion of such 8 | |
| 31 | 31 | hearing. 9 | |
| 32 | 32 | Statement of Purpose: | |
| 33 | 33 | To require that (1) all members of local boards, commissions or bodies | |
| 34 | 34 | be permitted to speak during meetings of such body, and (2) all | |
