AN ACT CONCERNING THE CONDUCT OF LOCAL GOVERNMENT MEETINGS AND PUBLIC HEARINGS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 7 of the general statutes be amended to provide that (1) for 1 each meeting of any board, commission, legislative body, committee or 2 similar body of any political subdivision of the state, each member of 3 such body wishing to be heard on an item of business shall be 4 recognized and permitted to speak prior to action taken on such item, 5 and (2) for each public hearing of any such body, each member of the 6 public and each public official wishing to testify on an item being 7 heard shall be permitted to do so prior to the conclusion of such 8 hearing. 9 Statement of Purpose: To require that (1) all members of local boards, commissions or bodies be permitted to speak during meetings of such body, and (2) all members of the public and public officials be permitted to testify during public hearings of any such body.
