AN ACT CONCERNING TH E SALE OR TRANSFER O F DOGS, CATS 
AND RABBITS AT PET SHOPS THAT ARE NOT FROM AN IMAL 
WELFARE ORGANIZATION S.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The Commissioner of Agriculture 1 
shall review and assess the state of California's implementation of the 2 
requirement that pet shops in said state only offer dogs, cats or rabbits 3 
for sale if such animals are obtained from a municipal animal shelter or 4 
animal rescue organization. Such review shall include, but not be 5 
limited to, an identification of any problems experienced by regulatory 6 
agencies in said state in implementing and enforcing such 7 
requirement, an assessment of the business impact on such pet shops, 8 
the satisfaction of customers of such pet shops with the animals 9 
purchased pursuant to such requirement and any regulations 10 
established for such shelters or organizations as a result of or relevant 11 
to such requirement. Not later than January 1, 2020, the commissioner 12 
shall submit a report, in accordance with section 11-4a of the general 13 
statutes, to the joint standing committee of the General Assembly 14 
having cognizance of matters relating to the environment on such 15 
review and assessment and shall include any recommendation for the 16 
implementation of such requirement in this state. 17  Substitute Bill No. 5386

This act shall take effect as follows and shall amend the following 
sections:
