18	18	AN ACT CONCERNING THE CONNECTICUT HEALTH INSURANCE
19	19	EXCHANGE AND INSURANCE BROKERS.
20	20	Be it enacted by the Senate and House of Representatives in General
21	21	Assembly convened:

23	23	That chapter 706c of the general statutes be amended to (1) prohibit 1
24	24	each health carrier offering a qualified health plan through the 2
25	25	Connecticut Health Insurance Exchange from appointing, or paying 3
26	26	any commission to, an insurance broker who is employed by, or in a 4
27	27	contractual relationship with, such exchange, (2) limit the 5
28	28	circumstances in which an insurance broker may be removed from any 6
29	29	account maintained by such exchange, and (3) impose a penalty of not 7
30	30	less than five thousand dollars or one year of commission payments, 8
31	31	whichever is greater, for each improper appointment, payment or 9
32	32	removal. 10
33	33	Statement of Purpose:
