AN ACT CONCERNING THE CONNECTICUT HEALTH INSURANCE EXCHANGE AND INSURANCE BROKERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 706c of the general statutes be amended to (1) prohibit 1 each health carrier offering a qualified health plan through the 2 Connecticut Health Insurance Exchange from appointing, or paying 3 any commission to, an insurance broker who is employed by, or in a 4 contractual relationship with, such exchange, (2) limit the 5 circumstances in which an insurance broker may be removed from any 6 account maintained by such exchange, and (3) impose a penalty of not 7 less than five thousand dollars or one year of commission payments, 8 whichever is greater, for each improper appointment, payment or 9 removal. 10 Statement of Purpose: To prohibit health carriers offering qualified health plans through the Connecticut Health Insurance Exchange from appointing, or paying commissions to, insurance brokers employed by, or in a contractual relationship with, such exchange, limit the circumstances in which an insurance broker may be removed from any account maintained by such exchange and impose a penalty of not less than five thousand Proposed Bill No. 5630 LCO No. 1527 2 of 2 dollars or one year of commission payments, whichever is greater, for each improper appointment, payment or removal.
