914 AN ACT ESTABLISHING A DRY-LAND WATER SAFETY
1015 INSTRUCTION PILOT PROGRAM.
1116 Be it enacted by the Senate and House of Representatives in General
1217 Assembly convened:

14-Section 1. (Effective from passage) (a) For the fiscal years ending June
15-30, 2020, and June 30, 2021, there is established, within available
16-appropriations, a dry-land water safety instruction pilot program. The
17-pilot program shall be administered by the Commission on Women,
18-Children and Seniors, and shall provide dry-land water safety
19-instruction to children in not more than fifteen municipalities in the
20-state. Municipalities shall be chosen for participation in the pilot
21-program based on the lack of availability of public school swimming
22-facilities and water safety education programs in such municipalities,
23-and priority shall be given to municipalities with high concentrations
24-of minority populations that lack such facilities and programs.
25-(b) Not later than January 1, 2022, the Commission on Women,
26-Children and Seniors shall report, in accordance with the provisions of
27-section 11-4a of the general statutes, on the implementation of the pilot
28-program to the joint standing committee of the General Assembly
29-having cognizance of matters relating to children. Such report shall
30-evaluate the effectiveness of the pilot program and include
31-recommendations for legislation concerning a state -wide Substitute House Bill No. 5683
