1818 AN ACT CONCERNING "ROLLING COAL" AS A BIAS CRIME.
1919 Be it enacted by the Senate and House of Representatives in General
2020 Assembly convened:

2222 That chapter 952 of the general statutes be amended to provide that 1
2323 a person is guilty of intimidation based on bigotry or bias in the fourth 2
2424 degree when such person maliciously, and with specific intent to 3
2525 intimidate or harass another person because of the actual or perceived 4
2626 race, religion, ethnicity, disability, sexual orientation or gender identity 5
2727 or expression of such other person, causes any object or substance, 6
2828 including, but not limited to, liquid, gas or particulate matter, to come 7
2929 in physical contact with such other person and to provide that any 8
3030 person guilty of intimidation based on bigotry or bias in the fourth 9
3131 degree shall be guilty of a class A misdemeanor. 10
3232 Statement of Purpose:
3333 To prevent bias attacks which employ the practice of "rolling coal".
