AN ACT CONCERNING "ROLLING COAL" AS A BIAS CRIME. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 952 of the general statutes be amended to provide that 1 a person is guilty of intimidation based on bigotry or bias in the fourth 2 degree when such person maliciously, and with specific intent to 3 intimidate or harass another person because of the actual or perceived 4 race, religion, ethnicity, disability, sexual orientation or gender identity 5 or expression of such other person, causes any object or substance, 6 including, but not limited to, liquid, gas or particulate matter, to come 7 in physical contact with such other person and to provide that any 8 person guilty of intimidation based on bigotry or bias in the fourth 9 degree shall be guilty of a class A misdemeanor. 10 Statement of Purpose: To prevent bias attacks which employ the practice of "rolling coal".
