AN ACT CONCERNING THE APPOINTMENT OF A GUARDIAN AD 
LITEM IN A CHILD CUSTODY OR VISITATION CASE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 46b-54 of the general statutes be amended to provide 1 
that the court shall not appoint a guardian ad litem in a child custody 2 
or visitation case unless the Department of Children and Families has 3 
confirmed through a formal investigatory process that the child has 4 
been abused or neglected.  5 
Statement of Purpose:   
To limit the use of guardians ad litem in child custody or visitation 
cases to those cases in which the Department of Children and Families 
has confirmed, through a formal investigatory process, that the child 
has been abused or neglected.
