20	19		AN ACT CONCERNING A STUDY REGARDING PUBLIC -PRIVATE
21	20		PARTNERSHIPS.
22	21		Be it enacted by the Senate and House of Representatives in General
23	22		Assembly convened:

25	24		Section 1. (Effective from passage) The Commissioner of 1
26	25		Transportation shall (1) conduct a study to identify best practices of 2
27	26		established public-private partnerships, and (2) make 3
28	27		recommendations to implement such practices and create a framework 4
29	28		for public-private partnerships to thrive in this state. Not later than 5
30	29		January 1, 2020, the commissioner shall submit the results of such 6
31	30		study, in accordance with the provisions of section 11-4a of the general 7
32	31		statutes, to the joint standing committee of the General Assembly 8
33	32		having cognizance of matters relating to transportation. 9
34	33		This act shall take effect as follows and shall amend the following
