REP. PALM, 36 th Dist. AN ACT REGULATING THE TRANSITION FROM PLASTIC, SINGLE - USE CARRYOUT BAGS TO REUSABLE BAGS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to establish a three-year 1 period during which the distribution of single-use plastic carryout 2 bags is reduced by eighty per cent and retail establishments offer 3 reusable bags to consumers for a fee of not less than fifteen cents, the 4 proceeds of which are retained by the retailer. Additionally, after such 5 three-year period, no retailer may provide a customer with a plastic, 6 single-use carryout bag and any reusable bag offered by such retailer 7 to such customer shall be for a fee of not less than twenty-five cents. 8 Statement of Purpose: To keep plastic bags from polluting the state's environment.
