21 | 21 | Be it enacted by the Senate and House of Representatives in General | |
22 | 22 | Assembly convened: | |

24 | 24 | That the Secretary of the Office of Policy and Management be 1 | |
25 | 25 | required to conduct a study of the following, that compares 2 | |
26 | 26 | Connecticut to states with lower overall costs, and to report the 3 | |
27 | 27 | findings of such study to the General Assembly: (1) The percentage of 4 | |
28 | 28 | residents who receive an earned income tax credit and the rate of such 5 | |
29 | 29 | credit in each state; (2) the number of municipal employees in each 6 | |
30 | 30 | state who receive federal benefits; (3) the number and total amount of 7 | |
31 | 31 | federal contracts awarded to each state; (4) the highway funding 8 | |
32 | 32 | mechanisms utilized by each state; (5) violent and nonviolent crime 9 | |
33 | 33 | rates in each state; and (6) student performance in each state. 10 | |
