20	19		AN ACT REQUIRING THE INSPECTION OF CERTAIN RESIDENTIAL
21	20		BUILDINGS BY A HOME INSPECTOR AND AN ENG INEER PRIOR TO
22	21		THE TRANSFER OF TITLE.
23	22		Be it enacted by the Senate and House of Representatives in General
24	23		Assembly convened:

26	25		Section 1. (NEW) (Effective July 1, 2019) On and after January 1, 2020, 1
27	26		any owner of a residential building, as defined in section 8-440 of the 2
28	27		general statutes, located in a municipality in which one or more 3
29	28		residential buildings have been reassessed pursuant to section 29-265d 4
30	29		of the general statutes, shall, prior to transferring title to such 5
31	30		residential building, (1) retain, at such owner's expense, a (A) home 6
32	31		inspector, as defined in section 20-490 of the general statutes, to 7
33	32		perform an inspection of and prepare a report concerning the 8
34	33		condition of such residential building, and (B) professional engineer 9
35	34		licensed pursuant to chapter 391 of the general statutes, to visually 10
36	35		inspect and prepare a report concerning the condition of such 11
37	36		residential building, and (2) disclose the reports prepared pursuant to 12
38	37		subdivision (1) of this section to any prospective purchaser of such 13
