19-AN ACT CONCERNING A STUDY OF THE AVAILABILITY OF HEALTH
20-INSURANCE COVERAGE T O IMMIGRANTS IN THIS STATE.
18+AN ACT CONCERNING CONSIDERATION OF IMMIGRATION STATUS
19+BY HEALTH CARRIERS.
2120 Be it enacted by the Senate and House of Representatives in General

24-Section 1. (NEW) (Effective from passage) (a) The Insurance 1
25-Commissioner shall conduct a study concerning the availability of 2
26-health insurance coverage to individuals in this state who are unable to 3
27-establish legal presence in the United States or present a valid Social 4
28-Security number. 5
29-(b) Not later than December 31, 2019, the commissioner shall submit 6
30-a report, in accordance with section 11-4a of the general statutes, on the 7
31-results of such study to the joint standing committee of the General 8
32-Assembly having cognizance of matters relating to insurance. 9
33-This act shall take effect as follows and shall amend the following

23+That title 38a of the general statutes be amended to provide that no 1
24+insurer, health care center, fraternal benefit society, hospital service 2
25+corporation, medical service corporation or other entity delivering, 3
26+issuing for delivery, renewing, amending or continuing a health 4
27+insurance policy in this state shall refuse to deliver, issue for delivery, 5
28+renew, amend or continue such a policy solely on the basis of the 6
29+immigration status of an insured or prospective insured. 7
