| 28 | 28 | That the State Bond Commission be empowered to authorize the 1 | |
| 29 | 29 | issuance of bonds of the state in accordance with section 3-20 of the 2 | |
| 30 | 30 | general statutes, in principal amounts not exceeding in the aggregate 3 | |
| 31 | 31 | one million dollars, provided two hundred thousand dollars of said 4 | |
| 32 | 32 | authorization shall be available on July first of each fiscal year for five 5 | |
